Federal Virtual Communities Working Group (VCoP)
The mission of the Federal VCoP Group is to develop and build upon the knowledge and skills of federal government employees and federally funded contractors who are involved with the day-to-day management of VCoPs by developing and supporting a community forum to share practices around key VCoP components, such as development, promotion and community engagement, maintenance and sustainability, and evaluation. The Federal VCoP Group is open to all managers/facilitators of single or multiple VCoPs in the federal government sector. 7
FEMA CBRN Office Regional Coordination
The Chemical, Biological, Radiological, and Nuclear (CBRN) Office, Response Directorate, Federal Emergency Management Agency (FEMA) supports the all-hazards response mission through the development and maintenance of specialized expertise, capabilities, and programs that help provide the foundation for a coordinated response to CBRN-related threats and incidents. This includes working with the FEMA Regional Offices in the development of policies, plans, procedures, and technical capacity in support of regional CBRN preparedness and incident response activities. Many FEMA Headquarters directorates/offices have a functional counterpart (either a sub-office or an individual point of contact) established within the FEMA Regional Offices. The Regional CBRN Coordinator assignment is not intended to be a full time position at this time and it is understood by all parties that the Regional CBRN Coordinator role is a collateral duty to an individual’s primary job duties. The Regional CBRN Coordinator will be expected to interact with the FEMA Headquarters CBRN office and perform a support role in fostering regional stakeholder collaboration and engagement in areas such as planning, communication, and capacity building; coordinating in specialized subject matter areas which help facilitate real-time incident management communication and coordination; and providing access to specialized knowledge, expertise, and technical capabilities critical to response efforts. Following this proven approach, the FEMA Headquarters CBRN Office and FEMA Regional Offices have collaborated together to establish and support a network of CBRN Coordinators at the regional level. Specifically, up to three Regional CBRN Coordinators (a primary and alternate(s) with exact numbers varying by region) have been designated to support CBRN-specific activities at each FEMA Regional Office. 13
FEMA CBRN Planning Toolbox - Under construction
.The CBRN Office is responsible for the development and maintenance of programs that enable FEMA to respond to the consequences of a CBRN disaster, including activities during both the crisis and consequence management phases of a CBRN response. Those programs include: • The Improvised Nuclear Device Response and Recovery Program • The Nuclear Incident Response Team, • The Domestic Emergency Response Team, • The Nuclear/Radiological Incident Prevention Program, • Chemical and Biological Program. The Office coordinates and is responsible for deliberate, adaptive analysis for potential/actual CBRN incidents and maintenance of special programs focused on CBRN hazards to communities throughout the Nation impacted by an CBRN incident, regardless of cause. Further, the Branch is accountable for representing the Agency in interagency and intradepartmental policy forums and providing leadership to the Federal Radiological Preparedness Coordinating Committee (FRPCC). Within the CBRN Planning Toolkit community you'll find multimedia files, documents, PDFs, and other information sets—a “one stop shop” for planners on all things Radiological and Nuclear with other CBRN information coming in future versions 8

FEMA Chemical Operations Support Specialist (COSS)
The Chemical Operations Support Specialist (COSS) is a state and local subject matter expert (SME) tasked with identifying and providing critical information to responders, key leaders, and decision-makers for preparedness and response efforts due to chemical incidents. The COSS has the ability to bridge together knowledge of national preparedness mission areas, chemical expertise, and knowledge of the Incident Command System (ICS) to minimize the impact of a potential or on-going chemical incident. As such, the COSS is a force multiplier for the state and local mission space that a locality might not otherwise have the ability to obtain. 6
FEMA ChemResponder Working Group
ChemResponder Vision: The ChemResponder/Responder Network will provide an operational tool to collect, manage and share chemical data during an emergency. The system will operate similar to the RadResponder Network, enabling a partnership driven approach to collecting critical incident data necessary to support lifesaving operations and decision making. The system will be based on a proven, multi-platform architecture leveraging both mobile applications for rapid collection of incident data and a web-based application for the aggregation and sharing of data into a single location to foster situational awareness and promote effective decision making. Data such as chemical identification, concentration, equipment information, responder information, and environmental conditions are aggregated into a single “Event” space. Events in ChemResponder are virtual locations for partner organizations to share data, pictures, atmospheric dispersions models and other GIS files to form a common operating picture during a chemical emergency. Working Group Purpose: 1. To identify critical capability gaps within the chemical preparedness/response community. 2. Cultivate requirements for a ChemResponder solution. 3. Identify existing tools, resources and capabilities presently used by chemical preparedness/response professionals which can be integrated within ChemResponder to provide a single sign on environment for accessing all existing resources. 10
FEMA City Planner Resource (CPR) Tools
The Chemical CPR (cCPR) tool is being developed by Lawrence Livermore National Laboratory (LLNL) in support of the FEMA/CBRN Office to provide chemical-release related information and effects, and is based on the methodology that was developed to build the Improvised Nuclear Device (IND) CPR (iCPR). The iCPR is an interactive web-GIS based tool that provides IND effect information for 60 major US cities. Information products are available for 600 scenarios covering 60 major US cities, with 2 yields and 5 predominant weather patterns (1 year long and 4 seasonal) for each city. The tool helps Planners to 1) quickly select input parameter sets for a given city and 2) predict the effects of an IND based on relevant characteristics from previously run high fidelity model simulations. The iCPR provides pre-calculated scenario specific information on population, geographic, and infrastructure impacts from prompt effects and fallout; movies of fallout transport and deposition; Interagency Modeling and Atmospheric Assessment Center (IMAAC) Briefing Products and Technical Products; downloadable scenario specific reports, movies, shapefiles, and kmz/kml files; as well as Federal guidance and nuclear/radiological effects background information. The cCPR tool, like the iCPR, is intended to be a resource for Response and Exercise Planners to obtain effects information for specific chemical release scenarios in specific cities/areas to support the chemical planning process and exercise development. FEMA and LLNL are currently developing the requirements for the tool by identifying locations, scenarios and information that will be useful to end users. This phase includes reaching out to planning communities across the US for input and feedback to assure that the final cCPR tool meets the needs of the chemical planning community. 1

FEMA National Integration Center Strategic Resources Group (NIC SRG)
FEMA’s National Integration Center (NIC) uses this Community to ensure collaboration with its Strategic Resources Group (SRG). The NIC-SRG is comprised of local, state, tribal, territorial and federal practitioners and subject matter experts who augment the NIC’s capability to develop, maintain, and/or revise national preparedness doctrine, policy, supporting guidance, and best practices. Notably, products from the NIC relate to the implementation of Resource Typing and Credentialing (job title/position qualifications), two fundamental tenets of the National Incident Management System (NIMS), in support of sustaining and delivering the National Preparedness System and National Preparedness Goal. 85
