Mutual Aid Strong Angel Community
On September 10-11, 2012, the FEMA National Integration Center (NIC) hosted the first Mutual Aid Strong Angel Demonstration to bring together several key stakeholder groups that have technology-enabled mutual aid systems to demonstrate, in a “no-fault” live environment, how these various systems most effectively and efficiently work together towards the same goal and how they can share information in real-time. The purpose of this effort is to maximize the operational viability of the Nation’s investments in mutual aid and improve upon the current National Mutual Aid System. The National Mutual Aid System is a system of systems that builds on existing processes that span from routine, automatic aid to the Emergency Management Assistance Compact (EMAC). It integrates related national policy; local, state, territorial, tribal, and Federal mutual aid agreements and compacts; national guidance; and technology-enabled mutual aid systems in-use by public safety nation-wide. To further collaboration on this topic and inform a supporting National Interoperable Mutual Aid Technology Architecture a “Mutual Aid Strong Angel” community of practice has been established. 27

National Capital Region Improvised Nuclear Device Planning Group
The National Capital Region Improvised Nuclear Device Working Group Working group will develop and collaborate on a Improvised Nuclear Device Plan for the National Capital Region. After the completion we continue to collaborate on the annual & semiannual plans maintenance. The audience is emergency management planners & State Emergency Support Functions team members in the State of Maryland, Commonwealth of Virginia, and the District of Columbia. Additions Federal Partners will include all federal agencies that support or serve in support of the Response Emergency Support Functions HHS, DOT, USACE, and DoD. 7

National Exercise Program Capstone Exercise 2014 (NEPCE)
The National Exercise Program Capstone Exercise 2014 (NEPCE) is a complex emergency preparedness exercise that serves as the capstone event for every two-year cycle of the National Exercise Program (NEP). The NEPCE will examine the Nation’s ability to coordinate and implement response and recovery policies across multiple mission areas and will be designed, conducted, and evaluated based on objectives and capabilities that align with four Principals’ Objectives of the 2013-2014 NEP cycle. 11
National Guard
Community where all members can discuss the various roles the National Guard has in Homeland Security and responds to natural or man-made disasters. A forum where everything from new ideas on roles and responsibilities to how industry can respond to the needs of the National Guard and First Responder communities can be openly discussed. 108
National Information Sharing Consortium (NISC)
The National Information Sharing Consortium (NISC) is a 501 (c)(3) non-profit organization dedicated to improving situational awareness, interoperability, and information sharing capabilities at all levels of government and for all Homeland Security, Emergency Management, Public Safety, First Responder and Healthcare Preparedness communities across the nation. Since its founding in 2012, the NISC s grown from five (5) founding members to over 435 member organizations representing over 1000 federal, regional, tribal, state, and local government (civilian and military), non-governmental, academic, and private industry partner organizations across the United States, Canada, and in several other countries around the world. Many NISC members play important leadership roles in State Interoperability Executive Councils, International and National Associations (e.g. IAEM, NEMA, NASCIO, NSGIC, IAFC, IACP, etc.), and national initiatives inclung the Project SAFECOM Interoperability Initiative and the White House supported Incident Mangement Information Sharing Working Group among others. NISC Membership - . The NISC Board of directors is comprised of leaders and practitioners with experence in a wide variety of fields. Directors come from the National Guard, emergency management agencies, fire departments, police departments, healthcare preparedness organizations, information technology and GIS agencies, and the private sector. They bring a wealth of experience and represent local, state, regional, national, and international perspectives. Our Board members are recognized experts in their fields, and their knowledge and vision shapes the work of the NISC. NISC Leadership - . In partnership with the U.S. Department of Homeland Security (DHS) First Responders Group, the NISC presents an opportunity for information sharing on a "whole of government" scale. 6
National Mass Care Strategy
An effective mass care strategy is one which we are well versed and fully prepared for, no matter the scale and scope of the disaster. A community that supports all community mass care needs, including emergency sheltering, feeding, bulk distribution, evacuation, household pets and service animals, access and functional needs and family reunification. To best address these needs, which are scalable based on severity and scope of an event, the concept of a National Mass Care Strategy was introduced and developed through a collaborative process led by the American Red Cross, Federal Emergency Management Agency and National Voluntary Organizations Active in Disaster under the direction of the National Mass Care Council. 45
National Planning System Virtual Resource Center
The National Planning System is an effort to build and integrate the Nation’s planning capabilities. The System does not focus exclusively on creating plans; rather, its goal is to provide the necessary training, tools and resources to enhance the Nation’s planning capability and to integrate planning across all disciplines regardless of the scope of the planning effort. 19

NED Test
New York Area Science and Technology Forum
Managed and hosted by S&T's National Urban Security Technology Laboratory in Manhattan, the New York Area Science and Technology Forum (NYAST) is a consortium of federal, state, and local government organizations and private sector groups who regularly meet and interact to promote and discuss advances in science and technology applications. The quarterly NYAST topical meetings provide an opportunity for the diverse First Responder members to interact and develop contacts across the homeland security community. In addition, the NYAST forum provides a unique opportunity to gather valuable feedback from field operators and to draw out operators’ most pressing issues and needs in homeland security. 198
Next-Generation Incident Command System (NICS)
The Next-generation of Incident Command System (NICS) is a DHS S&T sponsored program that integrates current and next-generation Incident Command System (ICS) Concepts of Operations (CONOPS) and supports real-time collaboration in a web-browser, map-based environment with shared whiteboarding, data overlays and text chatting. This online approach promotes a high-fidelity distributed Common Operating Picture (COP) that enhances voice-relayed information, while reducing the demands on frequently overloaded radio frequencies. Furthermore, the system streamlines information distribution and maintains valuable incident archives by capturing decisions and conversations that are lost in current voice-centric disaster responses. 65
NGFR Smart Hub Quick Start Guide
The DHS S&T Next Generation First Responder (NGFR) Apex program is committed to support our Nation’s first responders—law enforcement, firefighters and emergency medical personnel—in carrying out their duties. As part of their efforts, the NGFR Apex program is developing the First Responder On-Body Next Generation Architecture (Smart Hub). This architecture has been developed to guide vendors in developing Smart Hub modules that will interact successfully with one another and provide the capabilities needed by first responders in the execution of their missions. The Smart Hub Quick-Start Guide introduces the information systems, software subsystems, and hardware /software devices that fulfill a set of initial Smart Hub requirements. The NGFR Apex team would like to invite a selected audience to access and provide comments on this living document throughout the next several months to make sure the handbook meets the needs of our industry partners for a better and smoother technology integration and cooperation. 14

The Northeast regional pilot community is a place where officials from Connecticut, New Hampshire, Maine, Vermont, Massachusetts, Rhode Island, New York, and New Jersey can collaborate to advance the goals of developing state and regional information sharing capabilities in partnership with the U.S. Department of Homeland Security through its Virtual USA/NICS initiative. NYS HazMat and WMD Response Team Leaders
New York State has over sixty Counties, many of which have HazMat Teams. This page of the community of hazmat teams will allow team leaders a common platform to communicate. Planning Guidance for a Response to a Nuclear Detonation
The First Edition Planning Guidance focused on topics relevant to emergency planning within the first few days of a nuclear detonation including: 1) shelter and evacuation, 2) medical care, and 3) population monitoring and decontamination. Second Edition changes: Includes the integration of new contributions seamlessly without making references to the differences between the First Edition and Second Edition. Following the first Edition, the Federal government immediately initiated ongoing studies that have provided more robust and comprehensive recommendations. Some recommendations in this Second Edition planning guidance are updated or expanded to capture recommendations that have been drawn from these studies. Most notably, a chapter has been added to address public preparedness and emergency public communications. The Third Edition will incorporate the impacts of a ballistic missile air bursts (100kt @ 5000ft) and the differences between that and NPS #1 (10kt IND ground detonation). 1

Power Outage Incident Annex
Welcome to the Power Outage Incident Annex (POIA) community. This COP is a place for members of the POIA planning team to share information, exchange documents, and collaborate on the development of the POIA. The purpose of the POIA is to provide incident-specific supplemental information to the Response and Recovery FIOPs. The POIA will describe the process and organizational constructs that the Federal Government will utilize to respond to and recover from the impacts resulting from a disruption in the bulk power system, whether resulting from deliberate acts of terrorism or crime, accidents, or natural disasters. Presidential Policy Directive 8
The Presidential Policy Directive 8 (PPD-8) is aimed at strengthening the security and resilience of the United States through systematic preparation for the threats that pose the greatest risk to the security of the Nation, including acts of terrorism, cyber attacks, pandemics, and catastrophic natural disasters. Everyone has a role in national preparedness. The PPD-8 Program Executive Office is dedicated to working with all members of our emergency management team to build a stronger national preparedness system that leverages all elements of our society – federal, state and local governments, the private sector, non-governmental organizations, faith-based and community partnerships and individuals – to meet the security, preparedness and resilience needs of our communities. 88
Presidential Transition Resource Center 2016 17
The Presidential Transition Training and Exercise Program familiarizes senior career civilians and senior administration appointed officials with Departmental/Agency authorities, policies, continuity of government, organizational structures, and domestic response best practices. Through an interactive series of seminars, case studies, and exercises, outgoing and incoming senior officials will discuss domestic incident management best practices, response priorities, and governing directives. Training and exercise activities will ensure that both acting and incoming officials are fully prepared to assume their respective incident management roles and responsibilities during the transition period. This Resource Center houses reference materials in preparation for Presidential Transition Training and Exercise Program participants. 12

Public Safety Spectrum Trust Operator Advisory Committee Community
The Public Safety Spectrum Trust (PSST) is the holder of the nationwide 700 MHz public safety broadband license, issued by the Federal Communications Commission. The Operator Advisory Committee (OAC) is composed of local, regional and state jurisdictions which have been issued waivers by the FCC so that these jurisdictions may build and operate 700 MHz public safety broadband layers under an FCC approved lease agreement with the PSST. OAC members advise the PSST Chairman and Board of Directors on a wide range of public safety broadband issues and are also sharing information among the member entities in a collaborative manner. 29

Radiological Emergency Management System (REMS)
REMS is a network of gamma radiation sensors that provides real-time city-wide data that can be used for response and recovery in case of a radiological or nuclear event. Data transmitted by the sensors allows responders and emergency managers to rapidly assess potential radiation exposure in affected areas and implement necessary public safety measures. REMS was developed by the Department of Homeland Security Science and Technology Directorate's National Urban Security Technology Laboratory and is currently being implemented by the New York City Police Department. 12
