AgroSecurity and Rural Readiness
A community to study, collaborate and enhance the resilience of agriculture and rural agriculture dependent communities in the face of natural, accidental and man made incidents that could threaten the viability of life, infrastructure and and the production of crucial food and fiber needed for local and national security. Topics would encompass agro-security, bio-security, rural resilience and needed change. 113
Alerts and Warnings
This Community will empower the emergency response community with the information needed to update and augment existing alerts and warnings programs using the Commercial Mobile Alert Service (CMAS). Through CMAS, which is sometimes referred to as Wireless Emergency Alerts (WEA), the public can receive local and national emergency alerts on their mobile devices without having to opt-in to a service. The Department of Homeland Security’s Science and Technology (S&T) Directorate, in partnership with FEMA and the FCC, are engaging with alerts and warnings stakeholders and industry representatives to conduct a series of tests and forum discussions to help emergency managers take advantage of this new capability. S&T is also leading a research and development program to improve the geographic targeting of CMAS messages and to better understand and improve upon how the public responds mobile alerts and warnings. In addition to these activities, S&T is investigating how best to integrate CMAS with existing systems and is gaining an understanding of the wireless coverage of CMAS and how that influences adoption of the system. This community is for stakeholders working on the Canada-U.S. joint experiment of Assistant for Understanding Data through Reasoning, Extraction and Synthesis (AUDREY) as applied to an EMS use case. 9
Auxiliary Emergency Communications (AuxComm)
A source of information for the volunteer emergency communicator who provides support to the public safety community. This would normally involved dedicated volunteer amateur radio operators who provide backup emergency communications to a state, county or city Emergency Operations Center (EOC). A place to share ideas, needs, best practices and standards within the amateur radio community. 149

Central US Earthquake Consortium Technology Working Group (CUSEC)
The purpose of the CUSEC Technology Working Group is to leverage existing technology and geographic information systems (GIS) found within the member state emergency management agencies. The group also serves as a roundtable for inclusion of other state agencies, federal, and private partners to create a common operating data plan for a large-scale seismic event. The working group will leverage this community as a virtual planning and collaboration space to support the CUSEC mission. 25
Citizen Corps Network
This is a test network and is currently not functioning. The Citizen Corps Network is an online collaboration tool that is intended to support ongoing communication between Citizen Corps leaders at the national, regional, state, tribal and local levels. 9

Coastal Surveillance System (CSS)
Coastal Surveillance System (CSS) is an unclassified capability to DHS in tracking small vessels (both cooperative and non-cooperative) by improving the probability of detection and enabling future capabilities for automatic target detection and recognition algorithms. The CSS will include international partner participation. CSS plans to leverage domestic and international commercial and civil space-based intelligence, surveillance and reconnaissance (ISR) capability development efforts. 45

COMU is dedicated to providing updated Communications Unit information regarding training curriculum, best practices, training schedules and anything else pertaining to COMLs and COMTs. This information is provided by the Office of Emergency Communications (OEC) Interoperable Communications Technical Assistance Program (ICTAP). 152

This site is dedicated to the sharing of information among practioners of the Incident Command System (ICS) that are trained to function as Certified Communications Unit Leaders (COML). Community Hazard Assessment and Mitigation Planning System (CHAMPS)
This Community of Practice deals with the Community Hazard Assessment and Mitigation Planning System (CHAMPS). This community will house documents pertaining to the assessment of the system and recommendations for future development. The CHAMPS community will also serve as the archive for previous deliverables from other periods of performance. The end goal of this project is to produce a nationwide deployable tool that can serve as a part of the Department of Homeland Security Science and Technology Directorate, First Responders Group National Flood Decision Support Toolbox (NFDST). 5

Crisis Intervention Team (CIT)
Crisis Intervention Team (CIT) Programs are joint Law Enforcement, Mental Health and other First Responder collaborative programs. This community is for information sharing regarding all aspects of implementation and operation of inter-agency CIT programs. 103
Critical Infrastructure and Key Resources Working Group
Allows government and private sector personnel tasked with Automated Critical Asset Management Systems (ACAMS), Terrorist Early Warning Group (TEWG) and Terrorism Liaison Officer (TLO) programs to collaborate. Decontamination
The purpose of this community is to provide a forum for First Responders to discuss issues related to decontamination. It is envisioned that this will include decontamination of personnel, equipment, and planning for special events such as sporting events, political conventions, etc. This Community can also serve as a method for First Reponders from departments across the country to share their lessons learned and best practices to assist other departments with their decontamination planning and procedures. 206

DHS and NGA Social Media Workshop
The DHS/NGA Social Media Working Group developed out of a two-day workshop, “Identification of Key Knowledge Gaps in Social Media Use During Disasters,” sponsored by the Department of Homeland Security Science & Technology Directorate and the National Geospatial-Intelligence Agency July 22-23, 2013. The workshop looked at current uses of social media during disasters and social media research being conducted by universities. Users of social media from disaster response agencies, the federal government and nonprofit organizations identified challenges using social media during and in support of disaster response. University researchers identified research gaps in three major areas: 1) technical challenges; 2) visual and data analytic challenges; and 3) social sciences challenges. 5

DHS Social Media Working Group for Emergency Services + Disaster Management
Recognizing the need to address the challenges associated with social media for emergency response and public safety, DHS S&T established the VSMWG in 2010. After Public Law 114-80 was passed, the VSMWG was re-named as the Social Media Working Group for Emergency Services and Disaster Management (SMWG). The mission of the SMWG is to provide recommendations to the emergency preparedness and response community on the safe and sustainable use of social media technologies before, during, and after emergencies. This community is meant to provide a platform within which the SMWG can share, discuss, and invite others from the public safety community to collaborate and contribute to the development of best practices and guidance on the use of social media for public safety. Members of FRCOP are invited to participate and provide comments in all discussions. 151
Disaster Joint Logistics Systems Practices and Programs
A forum for logistics practitioners to share best practices and collaborate on developing national logistics standards and practices for emergency operations. Furthering national logistics initiatives in areas of logistics capability assessments (LCAT), logistics training and standardization. Assisting states develop unified logistics programs that integrate local, state and federal agencies, VolAgs, and corporate partners for the purpose of pre-planning, response and recovery support to emergency operations both recurring and catastrophic. 158
